Federal Trafficing Penalties (US)?

Can someone help me understand these, specifically those methamphetamine?

It says trafficing 5-49 grams of methamphetamine (pure) will be punished by no less than 5 years in jail for a first offence.

What exactly is "trafficing" and when would such a incident fall under federal jurisdiction?
