COPS CAUGHT DUMPING CORPSE

Four Metro Manila policemen and a civilian were arrested yesterday for
allegedly murdering an unidentified man and then trying to dump his
corpse at the side of the road in Calamba City, Laguna.

Facing dismissal, as well as murder and other charges, are PO2
Marcelino Taduyo and PO1s Reynaldo Saronel and Ramil Marqueta of the
Pasay City police, PO2 Cenon Carolino of the Guadalupe police
community precinct in Makati City and his brother Pablito.

Local policemen caught the five, in a white Mitsubishi L300 FB
(XGL-397), with the handcuffed body at Calamba Hill, Barangay Barandal
at 12:05 a.m.

Seized from them were two .45-cal. and 9mm pistols, magazines, seven
bullets, two cellphones and keys.

The Philippine National Police Southern Tagalog crime laboratory is
investigating the case and has subjected the suspects to
fingerprinting, paraffin and other tests.

Radio reports said the dead man has been accused of killing a
policeman. National Capital Region Police Office commander Ricardo de
Leon ordered summary dismissal proceedings against the four.

Policemen have been accused in courts of extra-judicial killings of
drug dealers and kidnappers, while certain military units are accused
of extra-judicial killings of communist rebel suspects.

Officer linked to shabu

Meanwhile, the Southern Police District found enough evidence to
implicate Makati City deputy police chief Efren Ysulat in the case of
five Makati policemen now under investigation for sniffing shabu.

Ronald Sabug, chief of the SPD district inspectorate unit, Saud
Ysulat, chief of the Makati police operations section, would likely be
charged with misconduct for failing to impose sanctions on the policemen.

Earlier caught sniffing shabu last March 3 were PO3 Jay Lagasca; PO2s
Ruel Antigua, Reynaldo Juan and Rodrigo Igno; and PO1 Alex Inopia.

Drug enforcement unit (DEU) team leader Jose Magallanes reported the
incident to DEU chief Arsenio Mangalubnan, who in turn reported it to
Ysulat in a memorandum on April 29.

The memo stated that Mangalubnan had informed then criminal
investigation section (CIS) chief Jose Ramon Salido of the incident
and said he needed replacements.

Salido had the five policemen transferred from DEU to the warrant and
subpoena section without appropriate replacements. He also transferred
DEU to the operations section under Ysulat.

Sabug said that based on Mangalubnan's account, Ysulat knew of the
incident 13 days after but chose not to follow up S
alido's initial
actions after DEU was transferred under his jurisdiction.

Ysulat said the shabu session took place while DEU was still under
Salido's CIS, which was investigating Mangalubnan on a separate case.

A Makati jail inmate earlier accused Mangalubnan of using her to sell
shabu seized in previous DEU operations.
