Yes it is legal to buy DXM powder online, this is because Dextromethorphan is a legal substance. However you may be requested for a, "Declaration of end-use required to purchase this product". Although it is a legal chemical it's potential for abuse is well known and when intended consumption for recreational use comes into play it changes from legal to illegal, there is a chance that only applies to America tho.

If you have a VALID "Declaration of end-use" such as would be required to purchase the powder then it would be logical to assume that you would also have a license thus making any transaction legal. I didn't say any ole Joe could buy it legally I just said it was possible to acquire it legally.
