Storing cocaine in any liquid will cause it to begin to breakdown. Water is especially bad, so out of all the solvent choices, pure ethanol
or other alcohol
would be the best, however one must take into account solubility at 3.5ml/g. Water has .5ml/g. This is also for cocaine HCl, the base would be insoluble in any of these. Recovering it through evaporative recrystallization in any solvent other than pure distilled water or pure alcohol will only add impurities to a drug

Storing cocaine in a liquid which one might mistake for a beverage, such as water, wine, rum, vodka, or other consumable liquid is very dangerous since an unknowing chinchilla or hamster might get thirsty and end up consuming a lethal dose, as Kailey so correctly points out. This has happened before, though the hamster can't seem to locate the news item.
Also, many adulterants are easily soluble in water, so, the less water, the better. Many things are soluble in pure ethanol, but it will at lease eliminate some of the cutting agents if filtered.
