Moving THC to legal plant material?

SWIM and his friend are driving across country this summer, from the east coast to the pacific northwest. And he was worrying about his marijuana situation for the trip. As SWIM doesnt have connections accross the country he will have to bring a supply that will last him the whole trip. The problem with this is if he gets pulled over with such a large amount of marijuana in his car.

Anyway his question is would it be possible to buy the marijuana here in his home town, then break it all up and soak in alcohol then strain the THC-less marijuana plant material out then soak another legal plant material in the THC rich alcohol and let the alcohol evaporate, leaving the THC in the legal plant material ready to be smoked. I know that this would technically make the new plant material illegal but if all works out then it would be stored in the materials original packaging, creating no drug suspicion and giving the LE no reason to test the material for illegal substances.
