Piperazines - legal status in Netherlands

Hi.

This is my first post, and I have searched extensively before posting. Is anyone aware of the legal status of piperazines in the netherlands and - if legal - what brand names they are sold under? I know that in the UK (where I live) they're sold under the brand 'PEP' but have not been able to locate any information about the Netherlands.
