A complete list of controlled substances?

Where can I find one?

I seek the internet for a while and I have never been able to find
one... I mean, a complete and exhaustive list of controled substances
should exist somewhere, but I'm absolutely unable to find it... As if
legislations only wanted to aprehend people using illegal stuff even if
they can't know they're using illegal stuff... For example: Is Ephedra
legal? I know it's easy to find informations about a drug as known as
Ephedra, but when someone is interested by drugs less known, he can't
refer to a list to know if it would a law enforcement to use them...

There are lots of lists of controlled substances - There are even alot of lists here at DF. The question is which country's controlled substance list are you looking for? Each government makes their own rules.

I would like a list of controlled substances in France, but the only
one list I found (at the Official France government website), only
specify 150-200 stupefiants... There is no list of controlled substance
on their website, and I went ask at the municipal buildings, they
could'nt answer me...

I saw there are lots of list, but all the ones I saw are controlled substances' list of american states...

That was the list i had... But you must know that controlled substances
not only concern drugs, for example Nitric Acid is controlled as an
explosive precursor... I asked everywhere an exhaustive list of
controlled substances, and no-one have been able to answer me...

It's also worth bearing in mind that countries don't have "complete"
lists of controlled substances as this would be entirely
impractacle. Instead various substances and their vague analogues
are scheduled.
