why wont docs prescribe me something?

ive been going to the doc for a long time, ive been to a regular doc, a pain specialist, taken x-rays, MRI scans, novicane shots in my back, chiropractor, and none of it has seemed to work besides painkillers and the novicane shot in my back. and i dont want to be stuck with a needle every day. all my pain stems from 4 car accidents and/or bending over the engine bay of a car wrenching on it. Still my pain specialist doc wont give me anything, not even codiene, vicodin, nothing. Is it because im only 19 years old? do they descriminate that much by age? Im getting quite fed up of being in pain when i awake each day. I think i need to goto a different pain specialist and tell him this story and maybe then i'll get what im seeking.
