Storing - Storing chemicals cheap way

Hello. I have small plastic box, and putted in dark environment. Now I need to make it somehow cool, the very cheap way...

First, the box will be placed down of the room, where temperature is the coolest.

Now I have ran out of ideas...

I don't want that it would be loud, like putting a fan...
I can go electronic way but dunno what to do in first place. I have good electronic knowledge by the way, just don't have any ideas how to do good 24/7 cooling.

So yeah, any ideas?
