It's done because regular cocaine isn't smokable. You first need to convert it into its base like Nicaine said.

However, it's more addictive than cocaine.

Xoacaine hydrachloride is a salt. Free basing frees the cocaine from its base and makes it quickly absorbed into the lungs by smoking. There are a few simple ways to cook or convert powder cocaine to free base.
