Rampart Scandal.

Searched Rampart and nothing came up.

Anyways this was a huge scandal where SWIM is from involving nearly the whole "CRASH" anti-gang unit of Los Angeles California.

Keep in mind LA is a VERY huge place... lots of drugs and money and people, so you understand how scary this is.
