Levels of IM Dosage

SWIM's tollerance has gona through the roof, he's currently IM'ing 2mg of K to 2ml of water, and taking 1ml shots at a time, IE, one syring will give two hits, but now he feels the effect to be half as much, is it safe to inject the full 2ml in on go? Or is there another way to alter the dosage to get the full effect again? SWIM is really interested in your ideas and views...
