Is it common for pain management doctors to prescribe oxycodone?

SWIM have recurring back pain from a serious muscle/connective tissue injury SWIM had 2 years ago. It seems that doctors are only prescribing hydro to the people SWIM knows, even older people with severe recurring pain.

SWIM has a very high tolerance to opioids in general, but particularly hydrocodone.

Well SWIM experienced a severe back spasm while doing his weight lifting. SWIM went to the ER and sure enough they prescribed 5mg hydro and flexeril. This isn't really helping though...
