Codeine and Promethazine(phergan)Enhancer or inhibitor?

Is Promethazine an enhancer or an inhibitor of codeine?If it's and enhacer, does it do so by increasing the rate of codeine to morphine conversion or through another mechanism?SWIM could not find any definite answer to this question...
