Speed - Fresh/Moist or Dry? Does this make a difference?

Hello,

My friend has a couple of grams of good quality base speed and would like to know if there is any difference in quality when the speed is dry, or when it is moist and putty like.

My friend would, if there's no quality difference, prefer to dry it out so that it can be cut into lines (hard to do when it's moist, sticks to your card)

Would doing this lessen the quality/alter the effects?

If so, is there any way to moisten the speed?
