Storage in Distilled H20

swim was wondering if the following would hold true:

say someone had a chemical that was known to break down slowly when stored in a distilled water solution over time (ie. it will lose potency when stored for more than a few weeks)... if the chemical was put in distilled water and then dosed out accordingly in an ice cube tray and frozen, would this slow down the process of decay - would the chemical be able to be stored for a longer period of time without breaking down because it's frozen?
