Minister McTool is at again. This was taken from the Irish Prison Service website. Follow the link here ( Keeping Drugs out of Prison ) to see the full document. Take a look at this little snippet. It brings a whole new meaning to carrot and stick approach:

"Voluntary Drug Testing Units will be established within each closed prison to

allow those who have given up drugs and those who do not misuse drugs to
reside in an environment that has enhanced supports to maintain their drug free
status. Incentives will be made available to prisoners on these Units, such as

enhanced diet, additional visits, phone calls, letters, etc."
