Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
16 synthetic cannabinoids will be banned in New Zealand from 16 August 2011 by new legislation allowing the health minister to issue a temporary class drug notice for 12 months covering unregulated psychoactive substances of concern.
The first of what will no doubt be several notices to ban RCs has been issued covering the following:
JWH-018
JWH-022
JWH-073
JWH-081
JWH-122
JWH-201
JWH-203
JWH-210
JWH-250
JWH-302
AM-694
AM-2201
RCS-4
2-methoxy isomer of RCS-04
2-methoxy isomer of butyl analogue of RCS-04
Amounts below 56g of total material (i.e total weight of substrate if applicable) for personal use will remain legal however. The penalties for supply, manufacture, import, etc will be the same as those for Class C1 drugs such as cannabis.

In Israel, Analog Law = YES. They talked about in on the news like 24/7. JWH-018 was banned on January 2011, JWH-073, HU-210 and Cannabicyclohexanol were banned on March, 2011. As far as the rest go I'm not so sure.

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
The following are in the list of medicinal substances in Finland, which means that import and export is treated as if prescription medicine, but possession is not a crime:
JWH-018
JWH-073
JWH-200
HU-210
The law about the medicinal substances states that the list is not sufficient, meaning that any chemical can be theoretically considered to be a medicinal substance.
The list of medicinal substances, addendum 1 A, designer drugs

Could you find a source for this? Links to the actual bans or else to news articles?

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
OK, I found the actual May 2011 document and it specifically bans the following:
SR144528 (What the fuck is that?)
WIN 55,212-2 (Again, WTF?)
JWH-133
CP 47,497
CP 55,940
HU 331
HU 210
HU 211
Levonantradol
CP 50,556-1
JWH-073
JWH-018
HU 250
I think many of those bans are preemptive strikes because I have yet to see any of them surface in the Israeli market.
Source: http://www.erowid.org/psychoactives/...aw_2011_05.pdf
It's in hebrew so just scroll down until you start seeing all of the cannabinoids in question under "Synthetic Cannabinoids".
Cheers.

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
Alfa, please list the synthetic cannabinoids I posted in with a remark that only import is illegal. The law about the list not being sufficient doesn't mean all psychoactives are governed by the law. The substances in the list 1 are "very likely medicinal substances", ultimately judged by the customs. Having been in a customs hearing, I was referred to those lists for future. (I used a search function on a web site, which apparently didn't work perfectly. That's why I didn't find some substances there.)

The latest law is said to have come into power 1.1.2010, but additions to the list are obviously more frequent. The date of each decision seems to be shown only through the search form. For example, for cp 47,497 2009-03-30.
In addition to the cp 47,497, it's homologues C6, C8 and C9 (whatever that means) fall into the list.

Right. Here are the two that had dates. The others are only a match in the pdf.

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
^ Translated from Psyche's url:
Classification
Composition: CP 47.497, and its homologues of C6, C8, and C9
Product name: CP 47.497, and its homologues of C6, C8, and C9
Applicant: Customs Laboratory
Decision Date: 2009-03-30
Reason: CP47, 497 and its homologues of C6, C8, and C9 are considered medicine by the Section 3 of Medicines Act. CP 47.497 is a cannabinoid receptor agonist developed by Pfizer, which has central nervous system analgesic and psychoactive properties. CP 47.497 is a substance causing tolerance and depencancy. These substances are treated as prescription drugs because of their composition, ie. based on the intoxicating effects on the central nervous system.

Yes. The list of medicinal substances was last updated before 2010 in 1994 and it obviously doesn't have any synthetic cannabinoids in it.
You seem to have missed HU-210. Also, please remove the remark about all substances falling into the medicine law.

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
In Australia the States all have their own drug laws, which individually cover these drugs. The commonwealth/federal legislation is moving to ban synthetic cannabinoids, but hasn't done so far. If you want to, I can provide each state's law as it stands, for instance:
Western Australia
Poisons (Appendix A Amendment) Order (No. 2) 2011 (amends Poisons Act 1964)
17th June 2011:
Appendix A Schedule 9 amended to include:
JWH-073

CANNABICYCLOHEXANOL or CP 47, 497 C8 HOMOLOGUE
JWH-250
JWH-200
JWH-122
JWH-018
Poisons (Appendix A Amendment) Order (No. 2) 2011 (amends Poisons Act 1964)

JWH-203
JWH-210
JWH-302
JWH-398

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
The law in question is not the Pharmaceutical Law for Germany, despite the source. The Pharmaceutical Law (AMG, Arzneimittelgesetz) makes selling and importing (but not possessing or buying from within Germany, as it seems) psychoactive substances illegal.
The law in question is the Narcotics Law (BtMG, Betäubungsmittelgesetz), and that's the one I linked to in my earlier post.

I thought that the original 7-substance ban was the only in effect in NSW? Can't link but if you google "australia nsw synthetic cannabinoid factsheet" you'll get the NSW Government Health website factsheet on the ban. Has the law been updated? The only state with recent law changes that I'm aware of are Victoria (increased penalties around the original 7 substances) and QLD (introduction of more RCs to the list of banned substances). Again, no links, but info is easily found.
EDIT:
Thought I'd add what I could find. Apologies for formatting if someone wants to clean this up feel free but they're just copy/paste from official state and territory government documents, and the latest I could find. Corrections and cleanup welcome.
Those 7 being banned in NSW, VIC, TAS, ACT, WA:

Re: Worldwide legal status of synthetic cannabinoids (Spice) by country
In Australia a successful conviction for posession of many synthetic cannabinoid receptor agonists could be possible with an enthusiastic prosecutor. The therapeutic goods administration is the body that made a federal decision to list the following cannabinoids as schedule nine substances, hence they and all their anologues and derivatives are banned nationwide in July - http://www.tga.gov.au/pdf/scheduling...07-final-a.pdf (AM-694, JWH–250, JWH – 200, JWH–073, JWH–122, JWH- 018, Cannabicyclohexanol, CP 47,497). The states, especially WA enacted a bunch of haphazard bans on individual substances too as mentioned above.
This decision was accompanied by a plan for the TGA to schedule all cannabinomimetics with incredibly broad wording that effectively said "anything that acts on the cannabinoid receptors" or similar, I can't locate that document at the moment but it is mentioned in the PDF linked above. This scheduling delegate should have made a final all-encompassing decision on synthetic cannabinoids in 2011 but I guess things were delayed. In any case we will hear from the TGA regarding synthetic cannabinoids in 2012, they even floated the idea of allowing a cut off concentration in synthetic cannabis where under a certain number of milligrams of active ingredient per gram of substrate would be unscheduled, where as more potent products would remain schedule nine. The realistic implementation of this wasn't mentioned so I'm inclined to think it's horse raddish and the TGA intends to ban everything that can get a person high in a manner similar to cannabis.

All of the recent law changes in Australia have given my cat the motivation he needed to taper off of Synthetic Cannabinoids, and throw his last couple of packs of blend in the bin. He threw those out a few days ago, and he has not had any withdrawal symptoms (though he does smoke Cannabis...).
My cat will continue to smoke Cannabis instead. In Australia, the penalties for possession of Cannabis are far less severe than that for Synthetic Cannabinoids (caution for Cannabis for first/second time offenders in his state, as opposed to conviction/fine and *possible* jail for synths).
Seems ridiculous when it's "more" legal to smoke the illegal substance, if you get me.
Anyway.... that was a nice few months, but my cat is also glad it's over in a way.

In Switzerland, synthetic cannabinoids has been banned since the revision of the tabacco law in 2004.

Can you please explain this? What exactly does the law state and how does that ban all cannabinoids? How does that relate to tobacco?
