cocarettes was the name of coca ( not cocaine) cigarettes sold in the past.
as for smoking cocaine HCl in cigarettes, no it's not effective. Cocaine needs to be freebased to be smoked effectively ( burning point issue)

as for this article, it's purely speculative and clearly uninformed, as the abstract indicates :
"Smoking cocaine hydrochloride in the form of cocarettes is a method of cocaine use that has
not been described in the scientific literature so far. Nonetheless
it seems to be a somewhat common method of cocaine use in order to avoid the nasal irritation. Three case reports are presented in order to discuss the possibility."
the truth is people actually do smoke cocaine HCl, and get a cool throat feeling and various degrees of mostly suggestion related stimulation. But this does not change the fact that this is an ineffective administration method, and a waste of cocaine, as described in the two forementioned threads.
