A government review into youth drinking has come up with what its critics say is a feeble response to the problem.

It proposes some minor tweaking to the current law but steers clear of issues like raising the drinking age and banning alcohol advertising.

A private members bill to raise the drinking age to 20 failed, but prompted a review.

But the Drug Foundation says there is no room for 'balance' when it comes to alcohol advertising

The key proposals include a zero limit on blood alcohol levels for drivers under 20 not on a full licence.

Adults, other than parents, who provide minors with alcohol, and minor to minor supply of alcohol for consumption in public, will be made an offence.

Liquor store managers convicted of supplying alcohol to minors will lose their license after a third offence...and there will be more regulation of alcohol advertising.

Currently alcohol marketing is a self regulated industry, the review encourages advertisers to work with the government but that is as far as it goes.

And youth advocacy groups say New Zealand’s problem drinking culture is not just a youth problem

One clear message coming from the review is that youth binge drinking must be liquidated.

Drivers under the age of 20 could face tougher drink drive limits as part of the Government's review into youth drinking.

Justice Minister Mark Burton has released the review, which began almost 12 months ago, after a bill to raise the legal drinking age was defeated.

Key proposals from the review are to set the blood alcohol limit for drivers under 20, who do not hold a full licence, at zero.

Also proposed is cancelling licences for managers who are convicted three times for selling liquor to a minor within a two year period.

The review is now up for debate by interest parties with some of the proposals expected to be put forward to become law.
