The path to legalisation

I was just thinking, instead of just continuously arguing and repeating facts again and again. Hasn't anyone actually tried to develop and research an almost air tight system where drugs could be regulated and available to those who chooses to take them.

This would include :

An education strategy, of non biased information. Specialized prisoners set of for drug addicts who commit crime, with an emphasis on treatment. Funded by added tax from responsible drug users. Drug supply strictly sold by the government only, in the most non glamorous way. Adverts prohibited Psychological evaluation, and licence must be granted for a user to prevent serious unidentified psychological conditions causing a danger to the user and public. The sale to minors carry a mandatory prison sentence of 10 years, and so on. Though I bet even if the paper was air tight and there was no room for argument by them, it would still not happen just simply because there god or what ever sees drugs as immoral.
