Sister with 2 kids wont stop using amphetamine - depressed & susceptible to paranoia

My bill's sister keeps doing whizz and gets in an awful state when she does so. The worst thing is she has two kids and is very susceptible to paranoia. She's depressed anyway and this isn't helping. Her husband also does whizz and has done from the age of 14 and doesn’t intend to quit. She says that she dosen't want to do it but her husband is persuading her to. I'm at my wits end and have no idea what to do, please help.
I'm afraid something bad will happen soon if stuff isn't sorted out. What does my Bill do? Threaten to go to the police if she carries on? Threaten to call social services? Sorry about the quality of this post but I am very hung over, I will re-edit if I have time later.

It would be difficult with children but Swiy will eventually have to seperate from their destructive partner if they want to live a life free of chemical dependency. Make Swiys partner pick between them and coke, both will not work together forever.

Oh goodness with family this is tough. I am unsure what whizz is but sounds bad so can't give any insight there. If there is a using partner and she is addicted, she won't stop. The junkie monkey knows she couldn't if she had that situation. The only solution she sees is for the sister to either make him stop or get out of the marriage if she wants to clean up. Bill could call social services if harm is coming to the kids. My monkey certainly would. Too many screwed up kids in this world due to using parents that abuse them. To get the police involved, boy think that one through. Good luck to you. With family it is a hard call.

Thanks for the advice and understanding. I agree, her husband needs to choose. His wife and kids or the drugs. It's a shame people abuse drugs and can't take them moderatley and that when somone becomes a father he can't kick silly habbits for the sake of his own two beautiful children.

My sister has gotten rid of her husband! She's had enough of being hit, seeing him take speed and me nagging her to do something about it. I'm so happy...
